# NASA and Partners Refine Lunar Lander Plans for 2028 Moon Missions

NASA is accelerating work on the spacecraft intended to return astronauts to the lunar surface. According to a NASA update published October 23, 2026, the agency and its commercial Human Landing System providers, SpaceX and Blue Origin, have streamlined lander designs and revised how future crewed lunar landing missions could operate.

The work is part of NASA’s Artemis program, which aims to establish a sustained human presence near and on the Moon. Rather than treating a lunar landing as a one-time achievement, Artemis is structured around repeated missions, growing capabilities and the eventual use of lunar experience to support human exploration of Mars.

The source summary does not provide a full technical breakdown of the revised lander designs, mission timelines, or the exact changes made by each company. What is clear is that NASA is working with both providers to reduce complexity and improve the readiness of systems associated with missions planned for 2028.

## Why Lunar Landers Are Central to Artemis

A lunar lander is the vehicle that carries astronauts from lunar orbit down to the Moon’s surface and back again. Unlike the Apollo-era lunar module, future landers are expected to fit into a wider transportation network involving NASA’s Orion spacecraft, the Space Launch System rocket, commercial launch vehicles, orbital staging and potentially the Gateway lunar-orbiting station.

That makes the lander more than a simple descent vehicle. It must work within a complex mission architecture that includes crew safety, communications, navigation, propellant management, docking systems and surface operations.

For Artemis, NASA selected two different commercial approaches:

– **SpaceX** is developing a human landing system based on its Starship vehicle architecture.
– **Blue Origin** is developing a separate crewed lunar lander system known as Blue Moon.

Using more than one provider is intended to give NASA options as it expands lunar activity. It can also encourage technical competition and reduce reliance on a single vehicle design or industrial team.

## Streamlining Designs Can Reduce Mission Risk

Spacecraft development is full of trade-offs. A larger vehicle may carry more cargo, provide more living space or support longer surface stays, but it can also introduce added complexity. More hardware can mean more interfaces to test, more failure modes to understand and more demanding launch requirements.

NASA’s announcement indicates that the agency and its partners are refining both hardware designs and concepts of operations. In spaceflight, “concept of operations” describes how a mission is expected to unfold in practice: where spacecraft launch, how they rendezvous, how crews transfer between vehicles, when propellant is loaded and what happens if schedules change.

Improving those operational plans can be as important as changing a physical component.

For example, a crewed lunar mission may require multiple launches before astronauts ever depart Earth. A lander that needs to be refueled in orbit, for instance, depends on successful launches of tanker or cargo vehicles, orbital rendezvous and long-duration storage of cryogenic propellants. Each step is technically possible in principle, but each also must be demonstrated reliably before people fly.

Streamlining the architecture could help reduce the number of critical events needed before a lunar landing. It may also make testing more focused and give NASA clearer decision points for evaluating readiness.

## SpaceX and Blue Origin Bring Different Approaches

NASA’s dual-provider strategy recognizes that there is no single established blueprint for a modern lunar lander.

SpaceX’s approach is associated with Starship, a large, fully reusable spacecraft system designed for missions ranging from Earth orbit to the Moon and Mars. For lunar operations, a Starship-based lander would have substantial interior volume and potential cargo capacity. However, the concept also relies on major capabilities that are still being developed and tested, including large-scale in-space propellant transfer and long-duration cryogenic fluid management.

Blue Origin’s Blue Moon lander is a purpose-built lunar system. The company has described versions intended for cargo delivery and crewed missions. A dedicated lander may be optimized around lunar descent, ascent and surface operations, potentially using a different launch and mission sequence than Starship.

Neither approach should be viewed as routine today. Human-rated lunar landing systems must satisfy rigorous safety and performance requirements, and they must prove their abilities through extensive ground testing, uncrewed flights and integrated mission rehearsals.

The importance of NASA’s latest update is not that every technical challenge has been solved. Instead, it shows that the agency and its providers are adapting their plans as engineering work reveals where simplification or revised operations could be valuable.

## The 2028 Goal Comes With Significant Technical Work

A 2028 lunar mission target is ambitious. Human spaceflight schedules often change as systems move from concept to testing and then certification. Hardware has to perform not only once, but consistently enough to support astronauts in an environment where repair options are limited.

A successful crewed landing architecture will need to address several major areas:

### Propulsion and landing precision

A lunar lander must slow from orbital speeds, navigate to a safe site and avoid hazards near the surface. The Moon has no atmosphere to provide aerodynamic braking, so the spacecraft depends entirely on its propulsion system during descent.

### Crew safety and life support

Astronauts need reliable air, water, thermal control, communications and emergency procedures. A lander must also provide a safe refuge during surface operations and support a dependable ascent back to lunar orbit.

### Dust and surface operations

Lunar dust is abrasive, electrostatically charged and easily disturbed by rocket exhaust. Apollo missions demonstrated that dust can affect spacesuits, seals and equipment. Larger landers may create additional challenges because their engines can disturb a wider area during landing.

### Mission integration

The lander must work with NASA’s Orion spacecraft and any supporting vehicles or orbital infrastructure. Docking, navigation, communications and crew-transfer procedures all need to be verified as a complete system, not merely as individual components.

## A Sustainable Presence Means More Than Repeating Apollo

The Apollo program demonstrated that humans could land on the Moon, but it was not designed as a permanent transportation system. Apollo missions used expendable hardware and were conducted over a relatively short period between 1969 and 1972.

Artemis has broader goals. NASA has emphasized exploration of the lunar south polar region, where permanently shadowed areas may contain water ice. That resource is scientifically valuable because it could preserve information about the Moon’s history and the early solar system. In the longer term, water ice could potentially be processed into oxygen and hydrogen for life support or propellant, although such use remains a future objective rather than an operational capability.

Regular landing opportunities could also allow more scientific instruments, technology demonstrations and cargo to reach the surface. The goal is to build experience operating in deep space for longer periods, including working through the Moon’s extreme temperature changes, radiation environment and challenging terrain.

## What Is Known — and What Remains Unclear

NASA’s announcement confirms that work is underway to accelerate and simplify future crewed lander development with SpaceX and Blue Origin. It also connects those efforts to 2028 Moon missions.

However, the available source summary does not specify the exact revised vehicle configurations, the detailed operational changes, the number of launches expected for each mission, or whether NASA has formally set a particular landing date. It also does not establish that either provider has completed the testing necessary for a crewed mission.

Those details matter. Lunar exploration programs progress through engineering milestones, reviews and flight demonstrations. The most meaningful indicators will be successful hardware tests, uncrewed mission results, confirmed integration plans and NASA’s formal readiness assessments.

## Why the Announcement Matters

The effort to simplify lander development reflects a practical reality: returning humans to the Moon requires more than selecting a destination and building a rocket. It requires a transportation system that can be tested, operated and repeated with an acceptable level of risk.

NASA’s partnership with SpaceX and Blue Origin is an attempt to combine government oversight, public exploration goals and commercial spacecraft development. If the landers reach operational maturity, they could become foundational vehicles for a new phase of lunar science and exploration.

For now, the 2028 objective should be understood as a development target rather than a guarantee. The next several years of testing will determine whether these revised designs and operational plans can deliver astronauts safely to the Moon and return them home.
