Excerpt: NASA’s Glenn Research Center has opened a Phase 1 procurement for the design and construction of an Aerospace Power Systems Laboratory. The planned Cleveland facility is expected to support the testing and development of advanced power systems relevant to future aircraft, spacecraft, and propulsion research.

## NASA Glenn Begins Procurement for New Power Systems Laboratory

NASA’s Glenn Research Center in Cleveland is seeking Phase 1 proposals connected with the design and construction of an Aerospace Power Systems Laboratory, according to a NASA announcement dated October 6, 2026.

The procurement concerns more than a single piece of research equipment. NASA says the work is intended to deliver a laboratory facility, along with associated site work, infrastructure, and supporting systems. Its principal purpose will be to support the testing and development of aerospace power systems.

The notice does not, by itself, provide a complete technical description of the planned laboratory, such as its final size, construction schedule, cost, electrical capacity, or the specific test stands it will contain. Those details may emerge through procurement documents, design reviews, and later project updates.

Still, the announcement is significant because power generation, energy storage, distribution, conversion, and thermal management are increasingly central constraints in aerospace engineering. A modern test facility could give NASA and its partners an important place to evaluate these systems under controlled, high-power conditions.

## What NASA Is Asking Industry to Propose

NASA Glenn’s Phase 1 call asks industry to submit proposals related to the Aerospace Power Systems Laboratory project. The agency describes the procurement’s central goal as delivering the laboratory facility and the infrastructure needed for its operation.

In construction and facilities projects, an initial phase often focuses on early design, planning, technical development, risk reduction, and the definition of requirements. However, NASA’s public summary does not specify the precise contractual structure, milestones, or division between Phase 1 and any future phases.

What is known is that the facility is expected to support power-system testing and development. That broad description can encompass several interrelated areas of research:

– Electrical power generation and conversion
– High-voltage power distribution
– Energy storage, including batteries and related control systems
– Electric motors and drives
– Power electronics and control hardware
– Thermal management for high-energy systems
– Integrated power systems for aircraft or spacecraft

The exact technologies selected for testing will depend on NASA’s final facility design and research priorities. The announcement should not be read as confirmation that every one of these systems will be housed in the new laboratory. Rather, they illustrate why dedicated aerospace power infrastructure is becoming increasingly valuable.

## Why Aerospace Power Is Becoming a Major Research Priority

Aerospace vehicles have always depended on power systems. Traditional aircraft need electrical power for avionics, communications, actuation, environmental systems, and increasingly sophisticated onboard computing. Spacecraft need reliable electricity for instruments, communications, thermal control, guidance, propulsion subsystems, and payloads.

The scale and importance of those systems are changing.

Modern aircraft designs are moving toward “more-electric” architectures, in which systems historically driven by hydraulic or pneumatic power may be replaced or supplemented by electrically driven equipment. Hybrid-electric and fully electric aircraft concepts add further requirements for batteries, motors, inverters, generators, cables, and cooling systems.

At the same time, spacecraft power demands are growing. Larger science instruments, high-bandwidth communications, electric propulsion, and long-duration robotic missions can require more capable power generation and management than earlier spacecraft designs. Future lunar infrastructure and deep-space systems may also need resilient energy storage and distribution equipment capable of operating in harsh environments.

A laboratory designed around aerospace power could help researchers assess how these components behave together, not only as isolated devices. That systems-level testing matters because power hardware must work reliably across changing loads, temperatures, voltages, and operating conditions.

## NASA Glenn’s Role in Aerospace Technology

NASA Glenn has a long history in propulsion, aeronautics, space power, communications, materials, and related engineering fields. Located in Cleveland, Ohio, the center has played a sustained role in research on aircraft engines, electric propulsion, solar power for spacecraft, and energy technologies.

That history makes Glenn a logical location for investment in power-system test infrastructure.

The center’s research work spans both aeronautics and space applications. In aviation, NASA studies technologies intended to improve efficiency, reduce emissions, lower noise, and support new vehicle concepts. In spaceflight, Glenn contributes to areas including electric propulsion, power generation, communications, and systems needed for exploration missions.

A new laboratory could add capacity for work that sits at the intersection of these fields. For example, high-power electronics, advanced thermal controls, fault detection, power conversion, and electric propulsion components can have relevance across multiple NASA programs, even when their specific requirements differ.

## Testing Is Essential Before Flight Hardware Is Used

Power systems can appear straightforward on paper but become difficult to manage at aerospace scale. Higher voltages may reduce some transmission losses, but they also introduce insulation, arcing, safety, and fault-management challenges. Batteries can provide high energy density, but their performance and safety depend on temperature, charge state, cycle history, and operating conditions.

Power electronics must switch and regulate electrical energy efficiently while avoiding overheating. Motors and generators need to perform reliably over wide speed and load ranges. Wiring and connectors must handle electrical stress without adding excessive mass.

These issues become more demanding when components are integrated. A power converter that performs well alone may behave differently when connected to a battery pack, motor drive, generator, or spacecraft bus. Electromagnetic interference, transient voltage events, thermal buildup, and control software interactions can all affect system-level performance.

A purpose-built laboratory can allow engineers to create realistic electrical loads and operating scenarios while keeping the work on the ground. That approach can reveal weaknesses before hardware progresses into more expensive flight demonstrations or operational vehicles.

## Potential Relevance to Sustainable Aviation

Although NASA’s announcement does not identify a particular aircraft program as the laboratory’s primary customer, aerospace power research is closely related to the agency’s broader sustainable aviation work.

Aviation faces the challenge of reducing climate impacts while maintaining safety, range, payload capability, and affordability. Electric and hybrid-electric technologies are among the approaches under study, particularly for some shorter-range or regional applications. But batteries, power electronics, motors, generators, and cooling equipment must become lighter, more efficient, and more robust before many concepts can be widely deployed.

Ground-test facilities are a practical part of that development pathway. They enable researchers to investigate power components and integrated systems under carefully controlled conditions. They can also support standardized testing methods that make it easier to compare different technologies.

It is important, however, not to overstate what the planned laboratory means. The facility alone will not determine whether electric aircraft become commercially widespread. That outcome depends on advances in energy storage, certification, manufacturing, airport infrastructure, economics, and airline operations, among other factors.

## Benefits Beyond NASA’s Immediate Programs

Large research facilities can have value beyond the individual projects that initially justify them. A well-equipped power systems laboratory may support work by NASA engineers, universities, contractors, and industry teams, subject to the agency’s access and partnership arrangements.

It could also help strengthen regional technical capabilities in Northeast Ohio, where NASA Glenn is an important federal research institution. Engineering construction, specialized instrumentation, power hardware, controls, and test operations all require skilled workers and suppliers.

For the wider aerospace sector, access to advanced test environments can help reduce technical uncertainty. Developers can use ground testing to gather performance data, validate models, and identify failure modes earlier in a program. That does not remove the need for flight testing, but it can make later testing more focused and informative.

## What Happens Next

The immediate next step is the proposal process. NASA will evaluate submissions according to the criteria and requirements established for the procurement. The agency’s announcement indicates that Phase 1 is underway, but it does not publicly establish a final construction date or confirm the facility’s ultimate operational schedule.

Observers should watch for later NASA procurement notices and project announcements that may clarify the laboratory’s design scope, test capabilities, contractor selection, budget, and timeline.

For now, the key takeaway is clear: NASA Glenn is taking a concrete step toward new infrastructure for aerospace power research. As aircraft and spacecraft rely on increasingly sophisticated electrical systems, the ability to test those systems safely, at scale, and in integrated configurations will become more important.
